The Budget Manager position will analyze complex financial and management data for the purpose of forecasting and reporting financial performance and perform fiscal research within both the undergraduate program and Goucher's Center for Graduate Studies. The position will be able to interpret data and performance into actionable recommendations for both senior and departmental leadership. It will produce communicable information that will improve financial reporting and develop dashboards that will benefit the college. In addition, prepare and monitor five-year capital and operating projections and provide analytic capacity and project management services in support of strategic initiatives and academic program opportunities. The Finance Manager will also have a technological focus and will implement and then use Workday Adaptive, a system that will house the college's budget development and management processes.



Job Requirements:

Education:

Required: A Bachelor's degree in finance, economics, public policy, operations research, accounting, statistics, or related fields from an accredited college or university.

Professional Experience:

Required: Five years of experience in the development and analysis of budgets, experience in higher education, management operations, economics, statistics, or public policy.

Preferred: Seven to Ten years of experience in the development and analysis of budgets, experience in higher education, management operations, economics, statistics, or public policy.



Additional Information:
  • Manages the college's financial models including developing assumptions and metrics for regular review and improvement. Uses results from financial models to prepare itemized budgets to be uploaded into the college's business accounting software. Works with the president's cabinet to review and implement institutional strategies into scenario analysis and long-term forecasting.
  • Implements Workday Adaptive in coordination with internal and external parties to plan, execute, and launch new software and tools within the overall Workday ERP implementation. Adaptive will house the College's operating and capital budget and forecasting processes.
  • Works with enrollment management and human resources to monitor and record key metrics of existing students, recruitment efforts for new students (undergraduate and graduate), and faculty and staff recruitment and retention. Uses this information to predict and forecast student and staff behaviors in support of the college financial models.
  • Support the president and CFO in preparing and presenting regular and ad hoc reports including annual budget briefs, quarterly projections, profit/loss analysis, and KPI dashboards for internal constituencies and board of trustees.
  • Prepare and monitor the annual operating and capital budgets, working to formulate and adjust them as needed and conduct financial analysis of operational units. Holds regular meetings with budget officers and president's cabinet to monitor and remedy college spending trends and adherence to annual spending plans.
  • Provide analytic capacity and project management services in support of strategic initiatives and business and academic program opportunities and participates in preparation of comprehensive administrative analyses and management research to improve effectiveness of college operations.
  • In coordination with others, develop policy, procedures, and tools to facilitate and support the annual budget development process and training and communication programs for budget officers.
