ASSIGNMENT: INDIVIDUAL CONSULTANT FOR ANALYSIS OF PVS DATA ON AMU/AMR AND HEALTH SYSTEMS CAPACITY Contexte The World Organisation for Animal Health (WOAH) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world's animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Joining WOAH means taking part in the development of one of the leading international organisations, recognised and associated with other multilateral institutions, in the field of worldwide health. It means helping to build a global approach to health, combining animal and human health in a “One Health” approach. To support its work, WOAH may use individual consultants to provide ad hoc support for tasks that cannot be carried out by members of its staff. An individual consultant works in his own name, for the duration of his assignment at WOAH, to the exclusion of any other principal and without being attached to any employer. WOAH's headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters. This position is located remotely. A key pillar of WOAH’s mandate is to support to capacity building for the national Veterinary Services of Members. This is accomplished mainly through Members’ participation in the Performance of Veterinary Services (PVS) Pathway , WOAH’s flagship capacity-building platform for the sustainable improvement of national Veterinary Services. The PVS Pathway has shown strong uptake with more than 145 countries involved since 2006. This engagement has generated a wealth of data – over 500 reports with valuable data on weaknesses, strengths, and recommendations across 45 Critical Competencies of animal health systems. Nearly 250 PVS initial or follow-up Evaluations and 100 Gap Analysis missions have been conducted for national Veterinary Services (VS). The WOAH Capacity-Building Department (CBD), in charge of the PVS Pathway, is digitalising and automating all its processes, workflows, data collection and analysis to increase the efficiency and impact of the programme. Indeed, PVS data is cross-cutting in nature and supports Members’ national activities for improvement of disease control and prevention, as well as WOAH programmes (e.g. Official Disease status recognition , Observatory , etc.), and international partners’ (e.g. World Bank, FAO, WHO, etc.) initiatives. The PVS Information System represents a new and valuable tool for Members with insights and data through dynamic dashboards and key performance indicators. The wealth of data contained in the PVS IS is being leveraged to diverse transversal topics to bring data-based insights to WOAH’s evidence-driven and science-based mission for WOAH Members. Description of the Individual Consultant assignment Positioning and reporting The consultant will work under the supervision of the WOAH’s Capacity Building Head of Department and in close coordination with the Senior Programme Coordinator of the PVS Pathway, the PVS Business Analyst, the PVS IS Service Provider, and with contributions from the VP/AMR Department. Mission Objectives The overall mission of the consultancy is to conduct a cross sectoral analysis (e.g. strengths, weaknesses, recommendations, priorities, strategies, activities, costing) of PVS data related to antimicrobial use (AMU), antimicrobial resistance (AMR), veterinary medicines and biologicals, and relevant underlying capacity. The outputs and outcomes will feed several initiatives currently under development, such as WOAH’s 5-year roadmap for the implementation of the UNGA declaration on AMR’s vaccine commitments and the 20th anniversary of the PVS Pathway. Activities and Deliverables Activities Data and trend exploration amongst the wealth of data present in the PVS IS, PVS reports, and WOAH’s specialised PVS large language model (LLM), analysing relevant ANIMUSE and PVS data as well as other ad hoc or time-sensitive analyses as required. Relevant subject-matter indicator development, given that wealth of information related to strengths, weaknesses, recommendations, priorities, strategies, activities, costing of PVS data related to antimicrobial use (AMU), antimicrobial resistance (AMR), veterinary medicines and biologicals, and relevant capacity of the Veterinary Services globally and regionally. Translation of these indicators and data through driving and supervision of data analysis and visualisation (which is in the form of dashboard development, done by other providers) for sustainable continuity and monitoring over time. Lead on day-to-day coordination, drafting of documentation, and monitoring of progress across the project lifespan, while WOAH staff will retain responsibility for final validation and institutional representation. Hard deadlines include the submission of reports by end Q1 2026, according to milestones across the timeframe and timely delivery of input into the dashboards under development. Deliverables Workplan describing milestones for preliminary and final versions of all deliverables One (or more) dashboard(s) highlighting the indicators developed (delivered on PVS IS UAT environment by 31 March 2026, with milestones for preliminary versions and developed with polyvalent team) Indicator matrix of all suggested indicators considering relevant WOAH data sources (electronic submission by 31 December 2025, with mutually agreed milestones for preliminary versions) Report and infographic content on the AMU/AMR body of work from PVS IS (final report by electronic submission by 31 March 2026, with milestones for preliminary versions) First Report on the first-ever PVS Self-Assessment Annual Report containing global and regional insights and infographic content (electronic submission by 31 March 2026, with milestones for preliminary versions) Requirements Qualifications and Experience Qualifications required Graduate degree in a relevant field, such as veterinary science, public health, data analysis, international relations or any other relevant field Minimum 10 years of experience in project management, data analysis, monitoring, evaluation, accountability and learning (MEAL) frameworks, and reporting results Expected Skills Technical skills Strong analytical and strategic writing skills, with the ability to briefly summarize findings for a lay audience Ability to interpret diverse data sources together to tell interesting and impactful data stories about health system capacity Experience using Power BI or other data visualization software a plus Understanding of health system capacity and systems thinking, with strong familiarity with public health and animal health systems Personal and interpersonal skills Excellent written and oral communication and collaboration skills Fluent English required, French and/or Spanish a plus MS Office suite essential (Word, Excel, PowerPoint) Self-starter, organised, adaptable, creative, and able to work under pressure Excellent problem solving skills and solutions oriented Comfortable working in multicultural, multi-disciplinary settings Additional Information Working Conditions Remuneration: Daily rate fixed between 400 and 450 euros; rate to be applied based on commensurate experience Duration: starting immediately, for a maximum of 126 days through 31 March 2026 Location: Remote, homebased General Information WOAH places high value on a multicultural and positive work environment.
