Job Description
LOCATION: NATO Second Signal Battalion (2NSB), Grazzanise, Italy DIVISION: Maintenance and Support Company TITLE: Technician (Info Sys Admin and Database Services) GRADE: B4/G10 SECURITY CLEARANCE: COSMIC TOP SECRET 1. POST CONTEXT NATO Signal Battalion operates, maintains, and sustains Deployable Communication Information Systems (DCIS) to enable command and control (C2) in support of deployed NATO Headquarters and entities during Alliance operations, missions and exercises. The Maintenance and Support Company (M&S Coy) is responsible for Level 1 and Level 2 CIS support of NATO DCIS and for Level 1 and Level 2 preventive and corrective maintenance of non-CIS equipment. The Communications and Information Systems Platoon is responsible for Communications and Information Systems (CIS) Level 2/2 CIS support of all CIS assets integral to the Battalion. The Information Systems Administration Section is responsible for installing, operating and Level 2/2 CIS support of all information systems (IS) integral to the Battalion. The incumbent is responsible for technical support of the assigned Core Services, also known as Core IS. 2. DUTIES Performs a technical level 2 support function for Core services, also known as Core IS, in Deployable CIS (DCIS). Assists the Section Head and IS/FS Engineer in ensuring that preparation, operation and maintenance of all DCIS assets is kept at highest standards to allow rapid deployment. To support monitoring and maintaining HW and server infrastructure IOT. deliver Core services to exercises or mission users. To liaise and coordinate with the Section Head, Team Leader Computer and NATO Civilians for any Core services, also known as Core IS, related tasks or projects. To ensure system compliance with NATO CIS policies and directives and provide clear guidance to NSB DCMs. To conduct regular system checks and assessments IOT ensure compliance to NDD Mission State. Provides maintenance support and rectification of all Core Services hardware and software. Supports military technicians in the system deployment, trouble‑shooting and day‑to‑day administration. 3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. // This mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO’s boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The incumbent will be required to undergo a specific NATO provided training path, currently described in the Delegation of Deployable CIS Permissions (DoDCP) SOP, in order to be granted with the appropriate administrative rights enabling the fulfilment of the support level stated under the principal duties of this JD. The work is normally performed in a Normal NATO office working environment / Secure CIS equipment room with artificial light and air. Normal Working Conditions apply. The risk of injury is categorised as No risk / risk might increase when deployed. 4. QUALIFICATIONS ESSENTIAL Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience. Experience in Application Support (i.e. providing support services including investigation, resolution of issues, and performance monitoring according to agreed procedures). A minimum of three years’ experience in Core Services support in any of the following domains: Windows Server, Domain Naming, Group Policies and Desktop deployment. Experience in Microsoft SharePoint and SQL Server IOT administer existing SharePoint site collections and related SQL databases. A basic knowledge in Service Management, primarily focused on incident and change management procedures. Knowledge of system interoperability, LAN/WAN and network concepts. Basic understanding of storage concepts, and backup/recovery policies. Experience in Database Administration. Must have an English Standard Language Proficiency level SLP 3322 in Listening, Speaking, Reading and Writing based on NATO standards. DESIRABLE Previous experience in information systems and database administration. Familiarity with NATO’s Core AIS networks and international civilian, military and NATO standards for data processing. CCC-SM-22206 - NATO C4ISR Orientation for Officers. POSITION AND CANDIDATE PROFILE Personal attributes The incumbent works in the Maintenance and Support Company of a NATO Signal Battalion and interacts with the Battalion HQ staff and with technicians assigned to Deployable CIS Modules (DCMs); therefore, good communications skills and a cooperative approach are required. The incumbent must be self‑reliant in resolving technical matters and able to think clearly and calmly under pressure. The incumbent must also possess the ability and experience to provide on‑the‑job training and the ability to assess technical situations and take appropriate action or recommend solutions. Professional contacts The incumbent will have contact with military staff and CIS Engineers within NSB and external agencies like NCIA and with technicians and Information Systems (IS) specialists in the DCMs. Contribution to the objectives The position directly involves the IS maintenance which affects the NSBs mission accomplishment both in a static peace headquarters and a deployed capacity. There are no reporting responsibilities. This post reports to: Section Head (Information Systems Administration) - OR-7. This post does not deputises anybody. This post is not deputised by anybody. 6. REMARKS During crisis of MLE the incumbent is reassigned to the Crisis Establishment, where will carry out functions within the DCIS Support Group.
