This recruitment is for the Heath Resources and Services Administration Recent Graduate program. These positions are located in the Health Resources and Services Administration, Office of Information Technology. The duty location is in Rockville, MD. The Recent Graduate program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 06/08/2023. RECENT GRADUATE ELIGIBILITY: YOU MUST BE A RECENT GRADUATE TO QUALIFY FOR THIS PROGRAM, AS DEFINED BELOW: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from an accredited educational institution, with a cumulative GPA of 3.0 or higher*, on or after June 8, 2021. B. Be a veteran who received their degree, with a cumulative GPA of 3.0 or higher*, on or after June 8, 2021 while on active duty service and were unable to apply for jobs until their recent discharge on or after June 8, 2021. *Grade-point averages will be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. NOTE: You must provide a copy of your unofficial transcripts that shows your degree will be conferred/awarded/completed and your GPA that verifies that you meet the education requirement as stated above. This documentation is required by the closing date of this announcement. Current students may apply if they are in their final semester, with a graduation date of Spring 2023. Include your expected graduation date on your resume and provide current transcripts. Your degree must be conferred by June 8, 2021. Please note that a copy of a diploma is NOT acceptable as verification. In addition to meeting the Recent Graduate eligibility requirements listed above you must meet the OPM IOR requirements for the 2110 series. QUALIFICATION REQUIREMENTS: To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to meeting the four IT related competencies listed above, in order to qualify for this position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-7: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-5 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-5 level include performing the following types of tasks on a regular and recurring basis: Assisting with installing operating systems and software on computer hardware; OR Assisting with configuring systems for network access OR EDUCATION: Completed (1) year of graduate education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a graduate degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Must submit copy of transcripts). OR Have completed the requirements of a Bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or have a bachelor's degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, AND meet the requirements for Superior Academic Achievement (SAA). Superior Academic Achievement (S.A.A.) is based on one of the following methods: A. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. B. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. C. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. GS-9: Applicants may meet the minimum qualifications for this grade based on one of the two methods below: EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting users resolving routine networking issues; OR Configuring systems to operate on the network. OR EDUCATION: Have a master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a graduate degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Must submit copy of transcripts) Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
