Overview Head of Data Management Division – based in Luxembourg. This full-time position at grade 7 offers a permanent contract with relocation support. The role is based at the EIB Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, seeks to recruit for the Group Information Systems Directorate (GIS), Data & Information Solutions Department (DIS), Data Management Division (DM). Purpose Are you ready to lead one of the most critical transformations in the EIB Group’s digital journey? As Head of Data Management, you will shape and deliver a vision that moves the organisation from traditional on-premises data systems to a modern, cloud-enabled, AI-powered data ecosystem. You will set the strategy, lead execution, and inspire teams to use data as a driver of innovation, efficiency, and impact. You will build and govern next-generation data platforms — data warehouses, data lakes, real-time analytics — ensuring high-quality, trusted, and actionable insights that empower better decision-making and drive efficiency gains. Operating Network The Data Management Division manages a common foundation of high-quality data to facilitate secure, compliant solutions across business areas. The Head of Division reports to the Head of Data Information Solution Department and collaborates with other GIS Heads and business users involved in Division-led projects. Accountabilities Define, lead and implement the enterprise data vision: Develop, communicate, and implement a forward-looking Data Strategy aligned with business strategy, IT architecture, and the Group’s digital transformation agenda. Modernize the data ecosystem: Evolve legacy data warehouses into next-generation platforms (data lakes, cloud-based analytics, AI/ML platforms) with scalability and resilience. Enable data-driven decision-making: Deliver high-performance reporting, dashboarding, and predictive analytics to empower business units. Ensure data security, privacy and regulatory compliance: Implement best practices, risk assessments, and cybersecurity measures to safeguard data assets. Monitor and control project delivery: Ensure timely, budget-compliant delivery delivering foreseen business benefits. Governance and compliance: Establish data quality, metadata management, lineage, security, privacy, and regulatory frameworks. Drive technology transformation: Promote cloud adoption, API-driven integration, DevSecOps, and shift-left automation. Lead and inspire teams: Recruit, mentor, and empower data professionals; foster innovation, agility, and inclusion. Vendor and service model management: Simplify vendor landscape, negotiate outcome-based models, manage hybrid delivery. Deliver at scale: Oversee large, complex data projects with measurable business impact. Shape the future: Scan market trends and scale capabilities to advance data maturity. Qualifications University degree (equivalent to a Bachelor) in computer science or IT-related field. Minimum 10 years of experience managing large IT projects with focus on Data Warehousing, Data Lakes, Analytics, and AI/ML platforms. Proven experience leading data transformation programs, including cloud migration (hybrid, multi-cloud). Experience in managing and coaching people in multicultural or international environments (5 years preferable). Experience in the financial sector is an asset, ideally in investment banking, with strong data requirements understanding. Extensive experience delivering solutions in hybrid on-prem/cloud environments for data warehousing, data lake, analytics, and AI. Demonstrated experience managing vendors in outcome-based and/or outsourcing models; collaboration with vendors in T&M mode. Proven track record delivering complex projects with measurable outcomes, using scaled agile methodologies. Experience in daily IT services/operations with ITIL practices and knowledge of shift-left automation and DevSecOps is a plus. Excellent knowledge of English and/or French, with good command of the other; knowledge of additional EU languages is a plus. Additional Information Deadline for applications: 21 October 2025.
