Company Description The North Shore Disability Resource Centre (NSDRC) was established in 1976 to create services ensuring people with disabilities could live comfortably in their communities. For over 40 years, NSDRC has expanded its services and now offers a wide range of community- and residence-based programs for individuals of all ages. As the only organization on the North Shore of Vancouver that assists anyone, regardless of age, with any kind of disability, NSDRC connects people with special needs to programs that help them live with dignity, freedom, and joy. Role Description PROGRAM MANAGER The Program Manager is responsible for ensuring high-quality, person-centered services for adults with complex disabilities and/or behavioural needs living in staffed and supported homes. This role is on-site and provides leadership to staff, oversees daily program operations, and ensures compliance with regulatory standards, organizational values, and budgetary guidelines. The ideal candidate is a compassionate leader with strong supervisory skills, a commitment to inclusion, and the ability to balance direct service, administration, and community building. Key Responsibilities: Program Leadership & Staff Support Lead, mentor, and support staff and practicum students to deliver high-quality services. Oversee hiring, onboarding, training, and performance management for team members. Provide on-call support and share coverage with other managers. Ensure adequate staffing levels within budget parameters. Foster a positive, collaborative, and inclusive workplace culture. Participant Support & Service Quality Ensure individualized care and Person-Focused Plans are developed, implemented, and regularly updated. Respond to participant, family, and support network concerns in a timely, professional manner. Promote independence, inclusion, and community participation for individuals supported. Monitor and ensure safe administration of medications and health care plans. Report and respond to serious incidents as required by policy and funding bodies. Administration & Compliance Manage program budgets in consultation with the Finance Manager. Oversee payroll, scheduling, and attendance tracking. Maintain accurate records in ShareVision and other systems. Ensure compliance with licensing, health and safety standards, and organizational policies. Prepare and submit reports for funders, WorkSafeBC, and internal quality assurance processes. Contribute to policy development and program planning. Quality Assurance & Continuous Improvement Participate in quality assurance reviews, audits, and internal evaluations. Ensure documentation and reporting meet all regulatory and funding requirements. Support professional development for staff and participate in training opportunities. Lead initiatives that strengthen service quality and participant outcomes. Community Engagement & Advocacy Build and maintain positive relationships with families, funders, and community partners. Represent the organization on committees, networks, and working groups. Participate in community and fundraising events as requested. QUALIFICATIONS Post-secondary degree in a related field (e.g., social services, community living, psychology, nursing). Minimum three years of supervisory/management experience. At least three years of direct experience supporting people with complex behavioural needs and/or disabilities preferred. Training as a behavioural interventionist preferred. Equivalent combinations of education, training, and experience may be considered. Skills & Knowledge: Strong leadership, team-building, and communication skills. Knowledge of disability rights, person-centered planning, and inclusive practices. Experience with budgeting, scheduling, and program administration. Familiarity with non-profit operations, community resources, and government systems. Proficiency with computers and case management software. Ability to manage stress, adapt to change, and make sound decisions. Commitment to the values & philosophy of NSDRC. DIRECT SERVICE, SUPERVISION, & SUPPORT Responsibility Ensure contracted service hours are delivered and monitored. Ensure adequate staffing within budgeted hours. Ensure regular communication with the Director on all issues. Hire employees and train new employees in conjunction with co-managers. Listen and respond to participants’ and their support networks’ wishes. Supervise employees, volunteers, grant workers and practicum students within assigned program including regular performance monitoring. Conduct regular field visits, both scheduled and unscheduled. Ensure employees complete shift notes for participants. Participate in meetings for both employees and participants. Participate on internal networks, committees and working groups as requested. Attend meetings, such as, the Program Management Team or others, as requested.
