Job Description

Overview Lead Human Resources Specialist (NAF) at Navy Region Europe, Africa, Central Fleet and Family Readiness (FFR) – Naples, Italy. Incumbent serves as a Region Lead HR Specialist. Responsibilities Lead duties over a team of approximately three to seven Human Resource Assistants or Specialists, ensuring alignment with the organization's strategic plan, mission, vision and values. Articulate assignments, projects, problems to be solved, milestones and deadlines, and communicate time frames to the team. Coach the team in problem solving, advise on work methods and procedures, and help identify viable solutions. Lead workload distribution among team members and adjust priorities to ensure timely completion of tasks; ensure each member contributes to the final product. Train or arrange training for team members in team-building and project work; arrange administrative or technical training as needed. Monitor and report on progress, verify that priorities, methods, deadlines and quality meet supervisor instructions. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and building consensus. Recruiting/Staffing Serves as Subject Matter Expert (SME) providing analytical and technical guidance on recruiting strategies, special programs, relocation (PCS) and retention programs. Performs duties related to recruiting including complex position analysis, determining requirements, resources, areas of consideration, and crediting plans; works with managers to prepare plans. Initiates personnel actions using CNIC NAF SAPHR for recruitment, data changes, awards, etc. Ensures accurate and timely payments related to recruiting actions and PCS claims; provides guidance on PCS issues to CNREURAFCENT NAF Region staff. Performs complex position analysis with managers to prepare position descriptions and crediting plans. Advises managers on identifying appropriate pay ranges within a pay band based on classification determinations. General Develops communication materials to explain CNREURAFCENT NAF HR policies and participates in regional sessions to present information on HR topics. Serves as CNREURAFCENT NAF liaison with CNREURAFCENT APF HR staff on issues affecting APF and NAF employees. Develops and presents subject area training to internal and external customers. Prepares and analyzes functional area-specific reports. Requirements Occasional travel of less than 10% may be required. Position is adhoc telework eligible in accordance with agency policy. Qualifications Specialized Experience One year of specialized experience equivalent to the NF-04/GS-11 grade level, applying fundamental HR principles, policies, methods and practices to provide HR services and advise management on technical issues. Additional qualifications Knowledge of and ability to apply a wide range of HR theories, concepts and practices in recruiting and staffing. Knowledge of CNIC organizational structure and mission(s) of serviced organizations to perform full range of HR services. Knowledge of HR laws and policies (OPM, DoD, DON, CNIC) and related HR regulations. Ability to identify and determine position and skill requirements to create crediting plans for candidate qualification. Ability to analyze resource requirements to identify key positions and develop training plans for management development programs. Ability to advise on staffing policies and regulations. Ability to provide advice and assistance on new hire benefits. Skill in using HR systems (e.g., SAPHR, Defense Civilian Personnel Data System) and USA Staffing. Skill in Microsoft Office (Word, Excel, PowerPoint, Outlook). Ability to analyze and prepare concise, technically sound reports. Ability to lead a group of employees in day-to-day operations and perform quasi-supervisory duties. Ability to perform the full range of "Lead" duties. Ability to develop and deliver presentations or training. Excellent written and oral communication skills. Education There are no education requirements for this position.
