As the EHS Program Manager for our manufacturing facility in Monterrey, you will be the EHS leader for continuous improvement supporting the R&D, chemical manufacturing, warehouse and office colleagues. You will promote a safe, productive, sustainable, and environmentally sound work culture through the application of best practices and personal accountability. Summary The EHS Program Manager reports directly to the Director of EHS Americas position and is a key member of the site leadership team. This role is accountable for all elements of the environmental, health, and safety (EHS) performance and continuous improvement for the operations they support. The scope of responsibilities for this position will cover all employees and contractors working on behalf of the Company and will cover overall site activities, chemical operations, and laboratories. This position is responsible for the alignment and execution of the corporate EHS strategy and management of the EHS programs and organization. The job holder will serve as the lead EHS subject matter expert, working with R&D, Operations, Engineering, Sustainability, Product Safety, and Commercial leadership to ensure continued adoption and enhancement of the Company’s EHS culture. The position will provide leadership, professional knowledge, and technical expertise in the administration and management of regulatory & corporate compliance, permitting, policy and program development, and training. Specific emphasis will be placed on cascading corporate EHS strategies related to: 1) developing and driving programs that continuously improve employee safety performance to world-class standards. 2) guiding corporate EHS-related objectives and supporting the execution of EHS-related initiatives (including CSR-related EHS initiatives); 3) developing and implementing local EHS management systems and maintenance of Responsible Care. It is anticipated that this position will require travel between the two sites What you will Do? Develop site-specific objectives aligned to the global EHS strategy, and short-term action plans, projects, initiatives, goals, and objectives. Utilize corporate EHS software systems necessary to support compliance activities and the tracking/reporting of EHS performance metrics and trends. Perform EHSQ audits/inspections and ensure appropriate corrective actions are developed and implemented on a timely basis. (ISO 4001 and 45001) Analyze and interpret regulatory requirements and permit conditions that apply to Quaker Houghton operations (manufacturing locations and chemical management activities) and work closely with plant management to address EHS requirements and concerns to meet all regulatory obligations. Deploy the Quaker Houghton EHS training program to satisfy regulatory and corporate requirements and develop our workforce to improve hazard recognition and EHS Competence. Provide EHS oversight for capital improvement projects and serve as the SME and authority for new projects, product, and process introduction. Coordinate with Process Safety/Operations/Engineering personnel to implement an effective process safety program, including PHA, mechanical integrity, and MOC processes. Lead and/or participate in incident investigations, near misses and hazard identifications and ensure appropriate root causes are identified, and corrective actions are implemented to reduce risk and continuously improve EHS performance. Work closely with the HR and Operations teams to guide the Incident Response Program, execute proper reporting, and facilitate the return-to-work program. Experience : Solid experience in the environmental, health and safety discipline with a strong focus on safety. Ideally within a manufacturing environment. Solid technical and regulatory expertise in relevant health and safety and environment regulatory requirements as well as knowledge of and some implementation experience with applicable industry standards including but not limited to ISO 45001, ISO 14001, Responsible Care, etc. Team leadership experience is not a must. Specific knowledge and expertise in: Ability to meet with and present to government agencies (SEMARNAT, STPS, and Others), clients, potential business partners, Executive Management, Board of Directors, etc. Understanding of Mexico regulatory knowledge in relevant environmental, health and safety for federal, regional, state, and city agencies, Familiar with ISO14001/45001 or ACC Responsible Care program a plus, Familiar with OSHA Process Safety Management regulation and related Recognized and Generally Accepted Good Engineering Practices (e.g., NFPA, ASME, API, ANSI, ISA), Hazards and Solid Waste Management and Conformance. Emergency response and crisis communications procedures and practices, Best practices related to unsafe acts and at-risk behaviors, Incident investigation, root cause analysis, and corrective action management Education : Bachelor's degree is a must. Advance certification, additional specialized environment and safety education is desired but not required. Language: English language skills; written and spoken at high level. Soft skills : Autonomous, hands-on, & proactive leadership skills. Great influencing and communication skills. Good practical problem solving with acute attention to detail.
