Employment Benefits Comprehensive medical, mental, dental, vision, and additional coverage Sick & Vacation leave Work-Life Balance programs: parental leave, military leave, jury leave, funeral leave Paid State Holidays (designated by the Governor annually) Fitness Centers in select locations Employee discounts with the STAR Program Retirement and deferred compensation programs Visit the Employee Benefits page for more information… Job Responsibilities may include but are not limited to the following: Facility Evaluation: Performs facility inspections and evaluations as needed to meet real property inventory standards and other requirements in conjunction with tenant discussions to determine work conditions in/on existing real property and identify/validate shortfalls as well as other needs identified by the tenants. Upon identification of shortfalls and/or validated needs develops documentation to establish corrective action in the form of potential projects to seek funding and remediation of the issues. Development: Reviews and evaluates plans, contractor's estimates, project specifications, bids and design proposals. This includes solid working knowledge of building layouts, heating, ventilation, air conditioning (HVAC), plumbing, electrical, lighting systems, drainage, access drives and parking; knowledge of the physical and mathematical science of engineering techniques and their application; knowledge of construction bid formats; the ability to evaluate a variety of information to effectively assist in the development of construction details for buildings; and the ability to successfully work multi-projects. Material Submissions: Reviews/verifies material submissions and contractors' requests for change orders and deviations from contract, costs and material proposals to make timely recommendations for approval or disapproval and ensure compliance with construction documents. Coordination: Coordinates construction activities with end users, contractors and local governments to ensure individuals are apprised of activities affecting them, resolve potential scheduling conflicts, keep disruption of work to a minimum and avoid unnecessary delays. Documents: Completes and/or submits all required and requested documents, forms and/or reports to comply with a variety of regulations, keep appropriate individuals/entities apprised of the status of each sub-project, and ensure that fiscal transactions are processed correctly and timely. This requires knowledge of applicable federal/state/agency construction and funding procedures, forms and timelines and the ability to complete those documents in an accurate, complete and timely manner. Communications: Communicates verbally and/or in writing with contract designers and contractors; the immediate supervisor; agency administrators; end users; and safety, security and fire protection personnel. This requires the ability to project a positive and professional image of the agency; ability to communicate verbally and in writing in a clear, concise understandable manner; ability to establish effective working relationships with a wide variety of individuals throughout the state, including, commercial design engineers and contractors, armory personnel and other agency staff; and the ability to exercise tact and good judgement in dealing with disagreements. Field Inspections: Performs field and final inspections of new or modified construction projects in order to ensure code and contractual compliance, successful completion of punch-list items and conformance with approved plans and specifications; to avoid unnecessary project delays, costs, change orders and loss of funds; to ensure that all systems are functioning in the manner intended; and to recommend approval of final payment and the closeout of each project. This requires knowledge of construction inspection methods, the ability to accurately assess how 'in-progress' and 'completed' work complies with specs and standards; and the ability to detect potential problems and take the appropriate steps to those concerns. Budget: Reviews cost breakdowns and project accounting data and coordinates the availability and approval of State, Federal or local funds as required. This is done to track the appropriate expenditure on each project, ensure projects stay within contractual costs and apprise supervisor of potential cost overruns. Project Files: Maintains a comprehensive file on each project to provide a complete record on each project, respond to inquiries and retrieve all documents/information quickly and easily. This requires knowing and following accepted project management methods. Other: Performs other related duties assigned to meet the organizational needs of the directorate and agency. This includes but is not limited to obtaining and maintaining warranty files. Qualifications: Education: * Completion of high school or GED Equivalency with Minimum Qualifications: * Bachelor's in engineering, Architecture or Construction Management, and minimum 10 years' documented experience in the construction industry. Special knowledge, skills, and abilities: * Knowledge of engineering techniques, their application and related physical and mathematical services. Post-Offer, Pre-employment Requirements: * Work will require climbing into buildings, moderate physical exertion, and exposure to inclement weather conditions. On occasion an employee may be under stress due to more than one complex project requiring completion on a deadline.
