Job Description
Transportation Engineer I: Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Transportation Engineer II: Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor Transportation Engineer III: Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Transportation Engineer IV: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Transportation Engineer V: Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and/or research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details. Essential Duties The essential duties for Transportation Engineer I include: Assists with design, computer operations and plan preparation. Coordinates and/or monitors assigned projects/programs/plans. Coordinates with local Metropolitan Planning Organizations (MPOs) to develop annual Transportation Improvement Program and long and short-range transportation plans for the area. Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties. Drives to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Makes presentations and represents TxDOT. May serve as a lead worker and the related tasks. Monitors consultant design contracts. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Preforms and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications, or special provisions. Performs data collection, analyses, forecasts and plan development. Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates, and contracts. Performs other job responsibilities as assigned. The essential duties for Transportation Engineer II include all those listed above and: Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs complex planning work such as plan review, calculations and assessing in transportation planning studies. Trains engineering staff. The essential duties for Transportation Engineer III include all those listed above and: Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible. Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs advanced and complex planning work such as plan review, calculations and transportation planning studies. Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. The essential duties for Transportation Engineer IV include all those listed above and: Oversees the processing and review of consultant selection documentation, contracts, and related documents through execution. Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies. Serves as a project manager overseeing consultants performing advanced and complex engineering work. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects. The essential duties for Transportation Engineer V include all those listed above and: Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules. Assists Project Managers to establish realistic and achievable schedule baselines for advanced and highly complex projects. Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives. Minimum Qualifications: Education : Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Experience : Transportation Engineer I - 4 years engineering, transportation engineering, or related engineering experience Transportation Engineer II - 5 years engineering, transportation engineering, or related engineering experience Transportation Engineer III - 6 years engineering, transportation engineering, or related engineering experience Transportation Engineer IV - 7 years engineering, transportation engineering, or related engineering experience Transportation Engineer V - 8 years engineering, transportation engineering, or related engineering experience Experience can be satisfied by full time or prorated part time equivalent. Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications Licenses and Certification s: Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
