JOB TITLE: Business Development and Growth Representative EMPLOYER : Procurement Professionals Alliance (PPA) DEPARTMENT: Cooperative Procurement LOCATION: This position may work remotely REPORTS TO: Chief Growth Officer SALARY: $120,550 - $144,650 - Grade 14 SUMMARY: RFxPremier (RFxP) is the cooperative procurement business entity for the Procurement Professionals Alliance (PPA). RFxP is a national cooperative procurement organization supporting contracting needs for higher education, cities, counties, municipalities, non-profits, and other public sector entities. PPA is a 501c3 non-profit organization dedicated to elevating and unifying the procurement profession. RFxPremier is searching for a Business Development and Growth Representative who will identify new business opportunities, cultivate relationships with suppliers and public sector entities, and contribute to the development and promotion of RFxPremier portfolios. Reporting to the Chief Cooperative Portfolio Officer (CCPO), this role is essential to expanding RFxPremier’s impact and visibility across higher education, municipalities, non-profits, and other public sector engagement and portfolio adoption. The ideal candidate brings experience in procurement, business development, or public sector engagement, and excels at relationship management, public speaking, strategic thinking, and cross-functional collaboration. DUTIES AND RESPONSIBILITIES: •Lead targeted outreach to expand PPA and RFxPremier brand awareness, portfolioadoption, lead and sourcing team expansion across higher education, localgovernments, special districts, and non-profit organizations regionally. •Identify and prioritize high opportunity purchasing entities within assigned region toincrease engagement with RFxPremier. •Identify and pursue new partnership and participation opportunities with suppliers,public entities, and end-users/buyers. •Partner with internal data teams to develop region-specific reports, benchmarks,and messaging to support outreach efforts. •Analyze regional trends, emerging public sector needs, and market gaps to informbusiness development priorities and contract portfolio opportunities. • Work with internal leadership to develop annual growth goals by region, contract category, and user type, and contribute to execution strategies that drive portfolio and supplier performance. • Monitor contract usage data and supplier sales reports to identify underperforming regions, purchasing organizations, portfolios and recommend course corrections. • Serve as a relationship manager for suppliers awarded RFxPremier cooperative contracts, ensuring alignment with performance expectations. • Coordinate supplier onboarding, training, and promotional support to ensure successful participation and contract adoption from buying entities. • Proactively engage with purchasing officials at state, local, educational, and non-profit levels to promote available contract solutions. • Support regional outreach strategies by attending state and local procurement association events, tradeshows, and regional training programs and opportunities. • Build trust with stakeholders through consistent communication, responsive service, and credible promotion of RFxPremier’s value proposition. • Maintain detailed records of outreach activities, engagement, and buyer and supplier contact history in applicable tracking systems. • Participates in and supports the Advisory Committee meetings. • Attends PPA, RFxPremier, and strategic partner events as requested by the CCPO. NOTE: Extensive travel is a requirement of this position (frequently several times each month). All work-related travel expenses are covered by PPA when completed in accordance with the PPA Travel Policy. MINIMUM QUALIFICATIONS: • Strong knowledge of public procurement, cooperative purchasing models, and government contracting. • Demonstrated successful history in business development, sales, and/or procurement. • Excellent sales, negotiation, and relationship-building skills. • Ability to explain complex procurement processes in a clear and compelling manner. • Experience working with government agencies, educational institutions, or nonprofit organizations (preferred). • Familiarity with procurement regulations such as state/local purchasing laws, GSA schedules, or cooperative agreements. • Supervisory/staff development experience. • Organized and able to work effectively independently and in a collaborative group setting. • Excellent interpersonal, public speaking, and written communications skills. • Excellent analytical and written communication skills. • Excellent public relations skills and abilities. • Proficient computer skills including word, excel, power-point and other web-based applications. • Hybrid work model (office, remote, and field visits).
