Job overview The Trust is looking to appoint an enthusiastic procurement professional to join the Procurement team. The successful candidate will be responsible for providing an effective and efficient end to end procurement service across a range of Corporate categories to internal stakeholders and business units. The post holder will take responsibility for negotiating high-value or complex tenders and contracts for goods and services across the Corporate categories, achieving the most advantageous outcomes for the Trust. The Procurement department provides procurement and supply chain services to the Trust. The department takes responsibility for developing strategies to meet the procurement needs of individual business units and the Trust as a whole, and for delivering measurable savings from revenue expenditure in line with the Trust’s formal Savings Plan. An exciting opportunity has arisen for a Corporate Procurement Manager to join the Procurement department within the Corporate team; a role which will be pivotal in delivering substantial savings to the Trust. Main duties of the job • Conduct formal high-value tenders in line with the Procurement Act 2023. • Create and draft tender documents and notices for publication to FTS. • Conduct detailed evaluation of tender returns, using appropriate financial assessment and purchasing and supply criteria. Lead and guide business units and project stakeholders through the evaluation of tender responses. • Award contracts, providing formal de-briefings to suppliers, service providers and departments as necessary. • Prepare and update tender reports and record/report savings. • Ensure that Standing Financial Instructions and Standing Orders, Procurement policies and other internal governance requirements are followed. • Ensure that procedures are carried out in a timely manner in accordance with the needs of the organisation. • To deliver against agreed annual cost reduction targets and report on action taken, taking specialist responsibility for specific Corporate categories. • Develop and manage relationships with business units, stakeholders, managers, suppliers. • To liaise with senior procurement staff within other NHS Trusts and partners to identify opportunities for improving value across the ICS. • To ensure appropriate stakeholder input into the procurement decision-making process and specification requirements. • Market engagement with suppliers, service providers & framework providers. • Prepare Freedom of Information files and provide responses. Person specification Education and Qualifications Essential criteria • 4 GCSE or equivalent including Maths & English, grade C/4 or above (or equivalent experience/ qualifications) • Holding or studying towards Chartered Institute of Purchasing and Supply Diploma, or at least NVQ Level 4 in relevant subject. Desirable criteria • A degree in a business-related subject Experience Essential criteria • Extensive and relevant experience in end to end public procurement • Responsibility for managing complex tenders • Engaging and providing guidance to internal stakeholders • Lead evaluations and moderation of tender responses Desirable criteria • Lead, developed and implemented service contracts projects Further Training Essential criteria • Must be prepared to become CIPs qualified Desirable criteria • Completed Central Government Transforming Public Procurement training modules for Procurement Act 2023 Skills and Knowledge Essential criteria • Excellent numerical and analytical skills • Excellent communications skills • Ability to interrogate financial data and identify anomalies including spend patterns and cost saving opportunities • Excellent interpersonal skills • Ability to prioritise workload Desirable criteria • Basic management/supervision training • Commercial Negotiation training • Project Management training • Knowledge of Contract Law Personal Qualities Essential criteria • Excellent attention to detail • Demonstrable leadership qualities • Adaptable to change
