Vacancy Type: Permanent Location: SPS College/Hybrid Pay Band: Please refer to full job description on SPS career site Salary: £43,709-£46,935 Closing Date: 2025-05-19 Hours of Work: Please refer to full job description on SPS career site Job Purpose: To initiate, lead and manage the delivery of talent workstreams for the Scottish Prison Service (SPS) that align to the talent framework. These workstreams will support talent attraction, engagement, retention and development. This will include the design, delivery, management and evaluation of work streams and initiatives; facilitation and coaching support for individuals and groups; as well as collaboration with a wide range of internal and external stakeholders. This role is eligible for Hybrid working and flexible working arrangements, and has flexi-time opportunity available. Responsibilities: Programme Management Lead on the research, planning, implementation, delivery and evaluation of talent programmes / activities / work streams, ensuring effective processes, infrastructure and governance arrangements are maintained to deliver high impact outcomes aligned to corporate objectives and priorities. Programme Design and Delivery Lead on the design, development and facilitation of high quality, flexible, innovative and accessible talent development activities to meet the organisation’s current and future needs and support the development of a learning culture for the organisation. Including the facilitation, coaching and support of individuals and groups. Data Management & Tracking Lead on the analysis and presentation of Talent, Workforce Planning, and Leadership Development data to influence and recommend decisions and strategies, and demonstrate impact of activities and initiatives. Stakeholder Relationships Develop collaborative relationships and networks internally and externally; engage individuals and stakeholder groups in talent management programmes; management of contracts and providers (where applicable) Diversity & Inclusion Proactively support, encourage and champion diversity and inclusion in talent development, and work directly with individuals engaged in talent development programmes to provide support and maximise retention. As well as developing and supporting talent streams and programmes to bring new and diverse talent into SPS. Professional Expertise & Advice Develop and maintain specialist knowledge and professional expertise through proactive personal and professional development; provision of professional advice and guidance, aligned to best practice, organisational needs, corporate strategies and plans. Qualifications Requirements Membership of the CIPD (associate level or above) or membership of a similar HR professional body, or equivalent HR qualification. Desirable Experience Requirements Knowledge Skills Requirements Talent Development Experience of design, delivery and evaluation of learning/ development/ recruitment/ organisational development/ talent activities or programmes. Essential Change Management Experience of supporting and enabling change for the good of the organisation and its people through driving small incremental change/ improvements, and supporting larger change initiatives/projects within an HR/L&D/organisational/Talent environment. Essential Project Management Experience of effectively and efficiently managing projects and/or multiple work streams, through planning, prioritising, adapting and monitoring of progress to deliver positive outcomes and high impact. Essential Collaborative Working Experience of working with a range of teams, departments, organisations and internal and external stakeholders to drive change and achieve shared goals and objectives.
