Job Title : Procurement & Contract Management Expert Location : Odisha (Onsite) Languages Required : Odia, Hindi, English Salary : Negotiable Educational Qualifications: Option 1 : Post Graduate in Public Health Engineering / Environmental Engineering with 12 years of relevant experience. OR Option 2 : Graduate or Post Graduate with specialisation in Project Management or Contract Management with a minimum of 14 years of relevant experience. Experience: Extensive experience in the Government Water Supply / Sewerage Sector dealing with: Procurement Process Management Tender Preparation and Management Contract Drafting, Negotiation, and Administration Vendor/Contractor Management Compliance with Government Procurement Policies (e.g., GFR, CVC Guidelines, World Bank/ADB Procurement Norms if applicable) Key Responsibilities: Lead the procurement and contract management activities for Water Supply and Sewerage Projects. Prepare and manage bidding documents, Request for Proposals (RFPS), and tender evaluations. Oversee contract negotiations, award, execution, and administration, ensuring legal and procedural compliance. Monitor vendor and contractor performance and support dispute resolution when required. Ensure adherence to financial, legal, and technical guidelines of public procurement. Provide advice on procurement strategy, market analysis, and risk mitigation. Liaise closely with government departments, legal teams, and consultants to ensure smooth procurement and contract operations. Skills Required: In-depth knowledge of Public Procurement Processes and Contract Management in the Government Sector. Familiarity with E-Procurement Systems, Tendering Procedures, and Contract Laws. Strong negotiation, communication, and analytical skills. Excellent written and verbal communication skills in Odia , Hindi , and English . Good command over MS Office and project management tools.
